Knowledge & Experience

• Detailed knowledge of the Resource Management Act and Resource Management Act implementation within the regional council sector in the context of resource consents process, compliance monitoring, enforcement, policy development and state of the environment monitoring.

• A total of 21 years of regional council work experience  as scientist, Programme Manager, Senior Executive (Director Resource Management) and expert witness.

• Accredited independent hearing commissioner.

Brief work outputs:

• Input to the development of the first generation Regional Policy Statement and Regional Plans.

• Input to the development of the first generation State of the Environment Reporting.

• Input to the development of the second generation Water and Air Plans.

• Chairman of the Waikato Dairy Liaison Group from 1995 to 2000 to implement farm dairy effluent discharge rules.

• Implementation of Air, Water, Waste and Coastal Plans within the context of consents (e.g. wastewater discharge improvements in the Otago Region during Dr Selvarajah's directorship, particulate discharge improvements from boilers in the Otago Region during Dr Selvarajah's directorship), compliance and enforcement (e.g. farm dairy effluent discharge enforcement during Dr Selvarajah's directorship) in the capacity of Director Resource Management (2001 to 2013).

• Delegated to manage notified, limited notified and non-notified consents, Environment Court Appeals, infringement and abatement notices and prosecutions in the capacity of Director Resource Management (2001 to 2013).

• Preparation, review and approval of recommending report under s42 of the RMA for notified consents (e.g. Milton sewage discharge application) in the capacity of Director Resource Management (2001 to 2013).

• Implementation and development of Pest Management Strategy under the Biosecurity Act (e.g. Rabbit control in the Otago Region and rabbit control compliance procedures) in the capacity of Director Resource Management (2001 to 2013).

• Expert witness in soil and water contamination (e.g. affidavits in groundwater contamination and contaminated site), land treatment systems (e.g. hearing evidence) and nitrogen in the environment.

• Independent technical hearing commissioner for a notified wastewater consent application.

• Input to the development of the national water measuring regulations.

• Developed a training manual on Effective Regional Council Consent Process under the RMA

• Developed a training manual on Effective Regional Council RMA Consents Monitoring
