If odour nuisance is a possibility from the activities consider minimising odour at the sources (e.g. wastewater treatment designing) or treating it the discharge by using biofilters.

If dust emission is likely to be a nuisance deal with it (e.g. sprinkler systems).

Minimise particulate emissions from boiler discharges by installing bagfilters or upgrading to modern boilers.

However, installation and maintenance of bagfilters are costly. Bagfilters demand regular and active maintenance. For the above reasons it is advisable to upgrade the existing boliers to energy efficient and low emission systems. Obviously large capital is required and hence planning and budgeting are essential.

If using coal consider low sulphur coal to minimise SO2 emissions.
